Vice Mayor Richard Carter

Councilman Richard Carter was elected to the Broken Arrow City Council in 1993. He served as Mayor from 2003-2007.

Carter graduated from Muskogee High School in 1960 and received his BA from Northeastern State College in 1963. He is a graduate of the USAF Officer Training School, USAF Ground Communication School, and Squadron Officer School. He also completed graduate courses at University of Tulsa School of Law, Oklahoma State University, and the University of Albuquerque.

Throughout his career, Carter worked in Human Resources for several large companies, co-owned a personnel recruiting firm and served as President and co-owner of a Tulsa air cooled heat exchanger manufacturer.

Carter also serves on the board at First Presbyterian Church of Broken Arrow. His community memberships have included the Kiwanis, Optimists, and Lions civic clubs. He was named 2003 “Citizen of the Year” by the Chamber of Commerce.

Carter was married to the former Mary Lynn Boggs for 48 years until her death in 2012.  They had two sons and three grandchildren.  Carter is retired from business and devotes his time to City Council, INCOG, his church, and other volunteer activities.
